With reference to your Despatch No. 63 of
28th. February, 1902, I have the honour to transit for your
consideration the accompanying copy of a letter from Major
Pritchard, Commandant, Hongkong Volunteer Corps, and its en-
closure on the subject of the rate of exchange at which his
Sterling salary should be drawn locally in silver.

Major Pritchard and several other Officers
whose names appear on the enclosed list and who have been ap-
pointed on Sterling salaries have hitherto been paid at the
average rate of exchange for the year 1901, while Sir Henry
Berkeley, Attorney-General, and Mr. and Mrs. James,
Master
and Mistress of the Kowloon School, all of whose salaries are
also fixed in Sterling, are paid at the exchange compensation
rate.
The salary of the Governor is also paid at the
monthly rate.
